[Sticky] Connecting Bald hill and Black Hill Reserves with the kyneton township

An relatively economic interim measure to make cycling along Edgecombe Road to Black Hill Reserve much safer would be to extend the road shoulder and put a continuous white line to enable cars to overtake cyclists while allowing riders to remain on the relative stability of a bitumen surface. Pipers Creek Road from the Baynton Road to Edgecombe Road is an example where this solution works very well. Perhaps not as attractive as a dedicated bike lane but nevertheless hugely more acceptable than being driven into the rough on roads where there is only enough room for cars and trucks. This solution would also apply to the Baynton road out to Bald Hill Reserve. This would be a great outcome for tourism as well as well as connectivity between Kyneton and these valualble reserves. Initially the most dangerous sections of road could be targeted with the wide shoulder upgrade. In addition local roads could be pioritised whille negotiations take place with VicRoads in regard to state infrastructure(e.g. Edgecombe Road to Ennis Lane).
